Across societies, the civic fabric is fraying under tremendous pressure. Trust in institutions is eroding and participation often feels symbolic rather than consequential. Technology is frequently framed as a primary source of fragmentation rather than a tool for repair.
Yet technology itself is agnostic. Whether technology fragments or repairs is a matter of how it is designed, governed, and embedded into civic life.
This intimate salon-style gathering, part of our Capital Dialogues Signal Salon series, convenes civic innovators, policymakers, technologists, and civic stewards on the sidelines of the IMF-World Bank Spring Meetings. They will explore how participatory digital infrastructure can help restore legitimacy, rebuild trust, and modernize collective decision-making without hollowing out institutions. Grounded in real-world pilots and policy experience, the conversation aims to surface unresolved tensions and practical signals for the future of civic participation.
